David Frasher in JapanDavid Frasher spent two years as a delegate with the International Committee for the International City/County Management Association (ICMA). In 2013, David and a colleague from Canada were selected by ICMA to lead a delegation of US and Canadian government officials on a knowledge exchange trip to Japan hosted by the Japanese government. The purpose of the trip was to explore new ways in which Japan and the United States could increase their tourism efforts/benefits, explore economic development possibilities, develop greater understanding and appreciation for the differences between US and Japanese systems of governance, and learn more about the cultural differences that largely define and inform the relationship between North America and Japan.

David Frasher in JapanThe Japanese government and its people were wonderful hosts and the delegates gained new perspectives about how more densely populated, highly developed nations, can effectively cope with the challenges of service delivery and self governance that affect US municipalities and states in similar fashion.

While in Japan, Mr. Frasher also visited the City of Tateshina, which has enjoyed a very positive and active 40 year relationship as a Sister City with Oregon City, Oregon.
